Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and co-ordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. In line with the Tanzania’s national priorities, UN Women’s strategic Plan 2022-2026 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women by strengthening women’s leadership and participation in political and governance systems, gender statistics, implementation of global gender norms and standards, ending violence against women and girls, and women’s economic empowerment.

Context

The UNV Programme Officer will have dual reporting, direct reporting to the Women Leadership and Economic Rights (WLER) Project Programme Manager and second level reporting to the Programme Analyst. The UNV Programme Officer for the Mtwara sub-office provides pro-gramme support to the effective management of UN Women programmes at the Local Levels in Tanzania by contributing in the programme design, formulation, implementation, and evalua-tion. The Programme Officer provides strategic support to evidence-based planning, implementation, monitoring, and reporting of the interventions undertaken by projects.

Task description

Under the direct supervision of the WLER Project Manager and second level reporting to the Programme Analyst, the UNV Programme Officer for the Mtwara sub-office will undertake the following tasks: 1. Provide technical support to the implementation and management of programmes in Mtwara and Lindi Regions • Provide inputs to the annual workplan and budget as required. • Coordinate and monitor the implementation of programme activities. • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners. • Review and coordinate the submission of implementing partner financial and narrative reports. • Train partners on Results Based Management. • Provide technical support to and technically oversee the implementation of programme activities with partners. 2. Provide technical inputs to the monitoring and reporting of the programme/ project • Monitor progress on programme activity, results and indicators. • Monitor the implementation of proposals by responsible partners. • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes. 3. Contribute to building partnerships, coordination and resource mobilization strategies • Provide inputs to resource mobilization strategies; analyze and maintain information and databases. • Provide technical and coordination support in meetings and key events, including the preparation of background documents and dissemination of relevant minutes and notes to support follow-up. • Coordinate relationships with implementing partners to support the programmes implementation, identify issues and suggest solutions including capacity building needs for partners. 4. Provide advanced administrative and logistical support to the Mtwara sub-office: • National UNV Programme Officer will play an instrumental role in providing administrative, finance, procurement, HR, and logistical support at the Mtwara Sub office. The in-cumbent will support the effective and efficient functioning of the sub-office. • Support office maintenance and assets management • Support Office compliance of operations with UN/UN Women rules, regulations, and policies. • Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff, and keeping a log of distribution. 5. Provide inputs to advocacy, knowledge building and communication efforts • Provide technical inputs to background documents, briefs and presentations • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products including project success stories. • Provide inputs to the development of knowledge management products Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for in-stance in events that mark IVD); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
