Position Summary

The MEAL Officer will be responsible for developing and implementing a comprehensive Monitoring, Evaluation, Adaptation, and Learning system for Techforward Tanzania’s programs. The role involves ensuring that all projects are effectively monitored, evaluated, and that lessons learned are integrated into future planning. The MEAL Officer will also be responsible for ensuring accountability to beneficiaries, donors, and other stakeholders.

Key Responsibilities

  1. MEAL System Development:
    • Design and implement the MEAL framework for all projects, ensuring alignment with organizational goals and donor requirements.
    • Develop indicators and data collection tools for monitoring and evaluating project outcomes and impacts.
    • Establish and maintain a MEAL database to track progress and outcomes.
  2. Monitoring and Data Collection:
    • Develop and oversee data collection processes, including surveys, interviews, focus groups, and observations.
    • Conduct regular field visits to monitor project implementation and collect data.
    • Ensure the accuracy, reliability, and timeliness of data collection and reporting.
  3. Evaluation:
    • Lead the design and implementation of project evaluations, including mid-term and final evaluations.
    • Analyze quantitative and qualitative data to assess project performance and identify lessons learned.
    • Prepare detailed evaluation reports and present findings to stakeholders.
  4. Accountability:
    • Develop and implement accountability mechanisms, ensuring that beneficiaries and stakeholders can provide feedback on project activities.
    • Maintain open channels of communication with beneficiaries to gather their input and address any concerns.
    • Ensure that all accountability mechanisms are inclusive and accessible to all community members.
  5. Learning and Knowledge Management:
    • Document and disseminate lessons learned, best practices, and success stories across the organization.
    • Facilitate learning sessions and workshops to share insights from MEAL activities with staff and partners.
    • Support the integration of learning into program design and implementation.
  6. Reporting:
    • Prepare regular MEAL reports for internal and external stakeholders, including donors.
    • Ensure that MEAL findings are used to inform strategic decision-making and program planning.
    • Contribute to donor reports by providing relevant MEAL data and insights.
  7. Capacity Building:
    • Train and mentor project staff and partners on MEAL concepts, tools, and best practices.
    • Provide ongoing technical support to staff to ensure the effective implementation of MEAL activities.

Qualifications

  • Education: Bachelor’s degree in Monitoring and Evaluation, Development Studies, Social Sciences, or a related field. A Master’s degree is preferred.
  • Experience: At least 3-5 years of experience in a MEAL role, preferably in the NGO sector.
  • Skills:
    • Strong analytical skills with the ability to interpret complex data.
    • Proficiency in data analysis software (e.g., SPSS, Stata, Excel).
    • Excellent report writing and presentation skills.
    • Experience with qualitative and quantitative research methodologies.
    • Strong communication and interpersonal skills.
